After a seven-year hiatus, the stakes are higher than ever for candidates aiming for administrator-level positions at European institutions. But here's where it gets controversial: the presence of private coaching companies offering an edge to those who can afford it.

The EPSO AD5 competition has faced its fair share of challenges, from IT failures to a pandemic-induced hiatus. During this break, private coaching firms stepped in to support aspiring candidates. Now, as the exam returns, these companies are seeing a surge in demand.

The Rewards of Success
A permanent role at an EU institution promises an attractive package: salaries up to €7,000 net per month, job security, and a front-row seat to the decision-making process of European policies. With a pass rate hovering around a mere 3-4%, the competition is fierce, and every advantage counts.

Data reveals a significant advantage for those who invest in preparation materials. Candidates who purchased such resources were 40% more likely to pass, and those who utilized both EU Training and ORSEU Concours saw an average score increase of 9 points out of 60. In such a tight race, 9 points could be the difference between success and elimination.

A Business Built on Experience
Andras Baneth, founder of EU Training, shares his journey. He started the business after his own experience taking EPSO exams as a young professional from Hungary in 2003. He noticed a lack of resources to guide candidates through the complex process, so he wrote a book in 2006 and later launched a comprehensive platform with over 35,000 practice questions, webinars, and coaching services.

ORSEU Concours has an even longer history, starting with consultancy work for the European Commission in the 1990s. Caroline Fiche explains how they were approached by a trade union to help members prepare for written tests, thus becoming one of the pioneers in the market.

A Range of Services
Both companies offer a variety of packages to cater to different needs. ORSEU's offerings range from €65 for a reasoning test course to €333 for an extensive 14-hour video course. EU Training's prices start at €135 for a basic practice question set and go up to €625 for a full package including four webinars. One-on-one coaching comes at an even higher cost.

A Unique Testing Experience
The EPSO exam is not your typical aptitude test. It has its own distinct formats, online testing system, and approach. The numerical, verbal, and abstract reasoning questions are time-pressured, leaving little room for errors. Since the 2023 changes, all tests are held on the same day, requiring candidates to be prepared for every aspect simultaneously.

"If you walk into the test without understanding the logic or practicing real questions, your chances of passing all tests are slim," warns Fiche. She highlights the importance of preparation, citing pre-2023 figures: a pass rate of around 3% for unprepared candidates versus 25% for those who focus on teaching methods and practice.

"There's a method to improving your written test performance, solving abstract reasoning tests faster, and reading more efficiently for accurate answers," says Baneth. "Those who grasp this concept and learn to apply it are often the ones who succeed." The platform also allows candidates to compare their scores, a crucial factor as ranking, not just passing, determines who makes the reserve list.

The Fairness Debate
The existence of a paid coaching market around a supposedly merit-based competition raises questions. EPSO aims for accessibility, with no entry fee, no travel requirements, and sample materials available. However, a private industry that improves outcomes for those who can pay creates an uncomfortable tension.

Baneth is straightforward: "Everyone can pass the competition without any external help." He draws a parallel with France's grandes écoles, suggesting that while these institutions offer advantages, they are not essential for success. "Do you need to use our services? Absolutely not," he asserts. He also clarifies that there is no formal connection between coaching providers and the institutions running the exams.

Fiche adds that ORSEU has not received complaints or criticism from the institutions regarding fairness. She emphasizes that "EPSO does not endorse any private preparation providers," instead directing candidates to official permanent representations.

The Candidate Pool
The types of candidates seeking coaching vary. Both companies report a higher demand from southern and eastern Europe, where the salary gap is more significant. "If your salary in Romania or Greece is €1,500 to €2,000 a month, and an EU job offers €6,000 to €7,000 net, it's a huge motivator," explains Baneth. Nordic candidates, on the other hand, are less attracted, partly due to smaller salary differences and varying national interests in EU jobs.

Fiche reveals that many of ORSEU's clients are not fresh graduates but current EU contract staff aiming to secure permanent positions within the institutions.

As the AD5 competition resumes, the race for stable EU careers intensifies. The coaching companies are ready, but the question remains: do all candidates truly have an equal chance at the starting line?
